sorry shanew looks like PMD to me
Looks like the coin has taken a hit on the reverse and punched through to the obverse

must have been done a long time ago
one thing why are both side low spots the crown is lower and the scroll is lower
I cant see how both side can be lower the scroll has been struck though to the crown I think

Looks like PMD for me.
I love the rev die clashes on these they look a little like a bart simpson outline!
