Interesting â€" it looks as though the reverse design was adapted from a Conder token (presumably of the area, although I can't quite make out the wording inside the inner circle).

The wording in the inner circle says 'Lisburn Urban District Council' and below that it says 'lisnagarven'

That's probably Lisnagarvey, the Irish name for Lisburn, in Northern Ireland. Or, Lios na gCearrbhach, if you prefer.
