Looks like a cracked planchet. The raised area may have worn down through the years.

That is a tough call. But I bet an error collector would be interested. You might ask Fred Weinberg. He would have more of an idea for value. He sells error coins on ebay. Or a search for this error on ebay might help. I've only seen two now. So I venture to say it is rare.

Wow! Thanks for the info coop I just relised that my pictures show up the correct way on my mac but on my phone there sideways and when I use the image opt on the site I always have to rotate it straight but it's sideways now I wonder what's going on there.
