I agree that it is a 3. Maybe contact the seller and see how they react. I have had people honestly not be able to tell a date.

I talked to him, the listing was just messed up. He said the 28 had sold and this listing was so messed up he just ended it. Was supposed to be a .99 cent start for a 1923.
