I'm leaning toward commemorative medal of some kind. Can you post a photo of the other side?

It's a jeton (counting token; should read IETTON at the bottom of the other side) by the Lauer family of Nuremberg jeton-makers. The political event depicted is Bavarian, in the reign of Maximilian Joseph I. The date should be 1819. Here's a german numismatic reference:
