I think that it is a very generous to call this a F-12. Certainly no higher. I'd call it a VG-10+.

The 'T' in LIBERTY is weak compared to the 'BER.' The 'TY' are the last letters to wear. The bow has no split in the knot. And I am a harsh grader. Ages ago this would be called a weak or low-end fine. In short, also given a few surface blemishes, I'd have trouble spending full F-12 money on it.
