Does anyone know when the US Mint changed the Kennedy half dies to make the former President's hair "fuller?"

I have a 1981 s proof Kennedy half dollar which has relatively little hair. I also have a 1992 s proof Kennedy half dollar which clearly contains more "strands" of hair.

They modified the obverse to a lower relief with more hair definition in 1991.

The reverse had been similarly modified to lower relief 3 years earlier in 1988.

The hubs have been modified several times from 1964 to today.

Think it was in Coin Week where I read Mint executives almost guarantee there could be no die mix ups with the new Kenndey half dollars...never say never.
