What is the tolerance for rotation? I thought this was within tolerance.

What's the most accurate way to find what angle this penny is off by?

Nice to find but no real premium. Try Gimp 2.8 rotation tool. Accuracy placing it in the 2x2 is important. About 15.60 degrees.
