Stunning '27.
The '21 appears weakly struck in the crown band, maltese cross and vertical beads. Is it so in hand? This is quite common with circulation strikes.
"Dipping" is not considered cleaning... -from PCGS website

The 1921 is weakly struck as is typical for the date. A beautiful coin!
