What would be a fair price for a 1888 O Vam-4 Hot lips in G-4 grade (not graded just my opinion) and maybe cleaned?

I guess sold listings on ebay would be a good indicator.

There's not much of a premium on a G4 example and if cleaned it would realistically be just over melt.

Well I pulled my lowball ANACS G03 out of a meltbucket at a LCS last year for $25. ANACS graded and attributed it during their annual freebie grading.
