I don't think this is the S-1.
I don't see any repunching in the 9's, but I think it might be the S-33.

I agree that it can't be an S1. The date position is wrong. The date position seems right for a S33, but without closer photos of the date I can't be sure. There are a ton of minor RPD's for this date.

Here's a pic of the date. I'll have to try to get a better one later.

I believe that is an S33. I can now see what appears to be repunching at the base of '8'. Also in the picture in Snow's attribution guide there is a mark against the denticles between the '9's that matches exactly with your coin.

Oh yeah, no doubt that is the S33. Great coin and thanks for sharing. I have one in a slightly higher grade with some red. This is one of the most desirable from the 1899 year. The marks in the dents are extremely strong and are from die damage.

I noticed that on this particular year, for whatever reason, some of the RPDs do not always exhibit the same repunching. For instance, one of my 1899s matched a plate coin in Rick's book, but lacked repunching on the flag of the one. It took advanced study by members of the club, and a side-by-side comparison to the plate coin, to sort it out. The repunching on that coin appears to have been partially polished out.

I also have several examples of the S-1 and S-2, but I have an example of each that doesn't exhibit repunching on one of the 9s. Initially, they appear to be new - but die markers are present that confirm otherwise. This adds to the mystery of the 1899 IHCs - the die chips on the 8th feather may always be curious.

Thank you for the information beaglebailey and drsandman. I didn't notice the mark on the denticles. I'll look at that.
