No not Diocetian. Hint- he was born in Gaul . A fun fact about this Emperor , he would go very far inland then order seafood ,he did this on purpose and this would cost loads of denarii to the fisherman and mule drivers . Second he would hold lavish parties near big cities but invite no one but himself and a few guards . So yeah he was sadistic.

Seems the beard has worn down on this coin with radiate crown, can only think of one who matches the other criteria

Fun fact on sea food:
The Romans transported fresh oysters from Normandy/Brittany to Rome in 'refrigeration' carts (loaded with ice, cut from the glaciers in the Alpes).
