I'd say VF20 with a corrosion problem on the obverse rim.

VF20-25 cleaned. Gunk embedded around devices but not corrosion.

I don't agree about it being cleaned; just looks like a grainy planchet to me, which is common for these. Maybe under close examination it has evidence of cleaning, but I'm not seeing it from this pictures.
