Question:-
On page 317 of the Charlton 65th ed it says OC-1a with re-punched 6 ,has the OBV2 the same value plus my re-punch has 3 markings? so is it a triple?

Nice coin fourmack yes it looks like it could be triple punched as I see between the knob and the inside the 6 where the arrow points and ten on the bottom. That's just my opinion though.

That's the same coin in the Charlton. A coin that is labeled as "repunched" can have 1, 2, or 3 underpunches. You would run out of descriptives if you noted each anomaly.
