The article says that a lot of them were cracked out of the ICG holders When Ms. Goodacre sold the lot to somebody. So you have to start from the assumption that 2220 or 2500 were reholdered to begin with.

Good point. It also might have to do with NGC saying that they won't accept slabbed coins for transfer to their slabs except for PCGS.

It's interesting to note that the mintage of the Goodacre Sacagawea's is lower than the Cheerios Sacagawea's. You'd think that would make the Goodacre the key to the series. However, only a few hundred of the Cheerios dollars are actually accounted for. The rest were either spent and are now sitting in bank vaults somewhere or they are stuck in drawers in people's houses (when found they're likely to get cut out of the holder and spent). So, this is a definite less on the difference between mintage and available population. Another thing to consider is that the Goodacre's are well preserved. If/when more Cheerios dollars are found, they are likely to be lower grades.
