If they are raised bumps which the look like I would say die chip or die gouge. I'm leaning towards gouge just because it is on one of the highest place of the coin so it would be the deepest place in the die. Let's see what others think

Although it does have the word Liberty on the dime, its actually a Roosevelt dime.
