Looks like a die crack coming off the E in ONE and a possible lamination/die crack coming off of the first L in DOLLAR? How often does this happen on a proof?
I suspect this is not a die crack but if so then it is a minor one. Major Die Cracks on proof coins do command premiums. A "Major Die Crack should extend from the face of the die all the way through the rim to the very edge (and it you saw the die you'd see they extend a ways down the body of the die).
I've seen them start at about $70 to $80 and go much higher. I have maybe 30 of them listed but have not updated the list in years.
I don't think that one as minor as what you show would command a premium but some that I wouldn't classify as a "Major Die Crack" could command a premium if strong enough.
Die cracks on modern business strikes rarely command premiums with some exceptions.
