I saw this on ebay and I was curious exactly what it is. Is it a offstruck brockage?

No. Just an off-center strike.

The pics are of front and back. How is the 2nd pic reverses then?

This is from the CCF glossary

brockage -
A brockage is a Mint error, an early capped die impression where a sharp incused image has been left on the next coin fed into the coining chamber. Most brockages are partial; full brockages are rare and the most desirable form of the error.

This is an off-center cent with a first-strike brockage of the reverse design on the obverse face. Since the brockage is aligned with the die-struck reverse design, it's likely that the brockage-maker was stuck to the obverse die and was therefore a die cap.

I've seen many similar errors. Since it was struck way off-center, its value would be around $35.
