Letters and date struck off the coin edge. 50-60% of outer rim absent. Odd perfect round circle etched into bust.

Circle on bust is PSD from counting/wrapping machine or a gumball type machine. What does the reverse look like and the edge?

To me it looks like a misaligned die making some devices approach the rim. The missing reeding is post strike damage.
