I believe it is a die clash.

I did an overlay for your coin. As you can see it is slightly rotated and off center, which is not unusual for these kinds of clashes.

The diagonal line across bay 3 is frequently seen, but the glob of hair on column 4 is something I have never seen. Maybe others have.

Looks like it is a die chip.
1986-LMC-Extra-Column?
Note the back of the neck is affected during a clash. But on this coin the die has a chip developing on this area. (clashes are pretty flat, but on this coin this area is raised to the same height of the column, so it couldn't be a clash)
