No denomination or evidence of an issuing authority to guarantee it's value, therefore a medal or medallette.
Unfortunately lots of these are undocumented, so a full identification could be difficult.

Spotted one with a similar reverse design:

The linked one is, apparently, from 1918...so, if my FDR speculation is right (which it may well not be), then perhaps the designer of yours was using this older one as a reference?

I think that it may be Woodrow Wilson. If I'm right, it is also a WWI medal like the one Bob L found on the net. Can anyone identify the two flags in the background? Obviously in front is the U.S. and U.K. Back right looks kind of like the Swiss cross (which makes very little sense to me). It is certainly interesting!

I also think Woodrow Wilson... My great grandfather was in the war, but I don't know much more than that.

It came from an old box of stuff after my father died. Sadly I can't ask him.

It sure does look like the back is the same as the 1918 Army coin without the lettering.

Looks like it might be a bit earlier... I didn't think about focusing on the back of the coin, but it is exactly the came as the "Battle Of Vera Cruz / April 21st, 1914". on this page:
