On the right side of "WE" it is raised kind of looks like a question mark?

Been around over 100 years, tough to say about ? ..... but one thing for sure ..... He got a bad haircut sometime in his life, looks like he might of went to an Indian Reseveration Haircut School!

Coin contact that pushed the metal into a low area and a raised area on the "E". PSD as some have mentioned.
