I just found my first 1983 P DDR today. The coin itself is in very good condition except for the fact that it has a black tar like substance on it. If I were to send it to PCGS for a grade, do they also clean it before grading & sealing?

If not, does anyone have any suggestions for cleaning without damaging the penny?

No, they do not clean the coin before encapsulating.

NGC does offer conservation services, then encapsulation. Depends on the value vs. the cost.

If the coin is Doctored, then they will just give it a genuine badge for the holder. Best to leave it alone because if you mess it up, then the coin drops big time in value. Without the surface altered, they would give you a grade.
