Not a rare quarter or anything, except it's way more shinier and reflective then everything else, could it be a circulated proof? Any answers would be greatly appreciated.

There were 2 types of RCM sets issued in 1999 - Uncirculated (nickel) and Silver Proof, neither types would be considered rare. Once an Uncirculated coin is circulated, it loses any collector value, probably worth about a dollar at most. If it's silver you might notice a different sounding "ting" when tapped, compared to a thud of nickel. If it's indeed silver, the bullion value is less than $5.00. Sort of a nice shiny find for you though, as a collector of coin.

hard to tell with the shadow, but looks like proof or silver proof with the frosting around all of the high points. It could just be the lighting though.

Checked, it stuck to a magnet, so it's not a Silver Proof.

I think it could be either, but I can't tell the difference anyways. Could you please upload a photo of the other side? The obverse should be more obvious as to whether it is a proof or not.

I'm going to say it's BU (frequently known as PL). Looks more like the ones I have in ICCS NBU flips than Circulation flips.
