Looks like what ever it is, it rubs off with circulation. With a missing clad, it doesn't rub off of the tops of the devices. I would keep it for now as an unknown till we know more about it.
I went on ebay I found a certified 50 cent piece struck on a quarter planchet and there was a lot of places were the nickel was missing,the surface looked just like this dime
Where would be a good place to send it,i am curious,i read a tapered planchet could cause missing nickle but all I have is scales to way a coin I don't have the other tools to check size and thickness.
