I have seen many dented coins but none that I noticed (noticed being the key word here) with an edge that looks like this. Is this what the inside edge of a cent looks like?

That is an odd little railroad track. Notice the dime you put next to it has much wider spacing, which eliminates the possibility of this being an edge indentation from another coin.

Since the edge is pushed in at that location about the only option left is PMD, but I don't know what might have made such tiny ridges.

I think PMD, maybe a foreign coin made the indentation. The bump of the rim is one of the reasons I think PMD

I'm fairly sure it's PMD. It probably took a hit from a foreign coin (like BlueSolo said) or some other object, displacing the metal on the inner rim.

It is PSD. Did not happen when it was struck. The out of shape edge of the coin is the clue.
