I can see a number of small scratches going in different directions on the obverse. I am not really sure what to make of the odd black marks on the obverse and the scratches are present there as well.

I am leaning toward XF45-harshly cleaned.

Well, certainly cleaned, but not sure I would say "harshly", if it matters.

I agree with your grade of EF-45, but I'd agree with frog on possible cleaning, but not harsh cleaning.

XF-45, non-original surfaces/cleaned. Not worth what the seller is asking.
