Its not noticable without a jewelers loop do to general wear and you have to look really close with it. Ill post one once I get back home. I did the research and know the backstory. Just figured id get some experienced advice.
Definitely a counterstamp. Counterstamped coins almost always do not add value to a coin because the stamp was added well after the coin left the mint and was placed into circulation. Since a 1966 dime is only worth face value, this coin would be a spender.
