What we can see of the obverse legend in the OP coin does not match up to any Parion issue, and yet the reverse is clearly based on the Parion model. The style of the obverse bust is also more crude than in most official issues - although the BMC122 on the Wildwinds Parion page is equally crude. I think it may be an imitative, but perhaps you may be on the right track with Gallienus (your second link). My best guess is an imitative of a Gallienus Parion issue, with a garbled obverse legend.
