Hard to tell from the image provided. The 1982-1984-S quarters had the same mint mark punch. MMS-010:
Here is a close up of the cent mint mark. MMS-012
They should all be the same punch unless one was damaged. They style was used during that time. Whether the same punch was used, I don't know.
