Was having a hard time with this. I'm not sure if it is coincidental that exactly opposing to the area in question there is a die crack. Upset that it has roller damage but It's okay.
On this one it looks like coin damage from another coin hitting it. That would have nothing to do with the die crack. The crack is on the die, transferred to the coin. Note the mark between the 'NI' on the rim on UNITED. That would be the opposite size of the mark. It might have been done with a set of side cut pliers, carefully squeezed to not split the plating. Note on the image of that area, you can see the metal pressed downwards on the rim to the edge. This would not appear on a struck through debris.
