A Kansas State Quarter...I think it's common..almost described as "etched"...or just not polished in some areas around the bison and Washington's head?...just curious what the explanation of the effect is?

I believe that is a Struck Through Grease.

It could be oil or water also. It was on the die when the coin was struck.
