I am by far no expert or claim to be,But to me it looks like 1 of 2 things.1 a very unlikely hair struck die,or 2 a die chip. Please don't listen to me as the name states!
It looks to me like it's been scraped across the surface with an irregular shaped object (similar to the tines on a fork). It's caused the displaced metal to be raised. The years of wear has disguised the short scrape. Whether my guess is correct or not, it appears to be some sort of damage after the strike. One thing about the Franklins though, you can cut it in half and it still doesn't affect it's silver value.
