My vote goes to die polishing at the Mint.
Damage during use, as long as it's not too bad, are often polished off.
Clashed dies are the prime suspects.

They area plating issue. If it were from polished dies, the lines would flow behind the devices and bust. The lines flow over everything. So it is a planchet issue.
