That is actually damage. Another coin with rims most likely a dime or a quarter was pressed onto it

It is post mint damage, but I don't know what could have caused it. It could be anything.

Actually we try to figure out what happens, but the coin is damaged. So it doesn't really matter. I just like to put some reason/why/how to what it is so we can ID the damage and move on to the next coin.

and yes, just some sort of damage after the coin left the mint.

I think it may have been " struck in debris " the edges seem outgoing,i think the debris may have been unintentionally removed or fell off thoughts on that ?
