You coin also show some very slight machine damage on the date and mint mark. You can see it on those areas because the machine caused this to happen. The die was normal and the mint mark was normal. The machine distorted those devices. On a RPM before 1990, the dies were created in one process. The mint marks were added later in a separate process. So if there is a RPM, the die can be normal. If there is a doubled die, the mint mark is usually normal. But after 1990 the mint mark was now part of the design. So if the die and mint on the post 1989 cents would doubled then it would be a doubled die. But on the pre-1989 cent if the date and mint mark are altered the same, then it was caused by the machine. That is the case with your coin.
