It doesn't look like a proof. Looks more like a regular business strike with some possibility of minor Machine Doubling

The 1999 WAM is valuable in a circulation strike because it uses a circulation strike obverse die and the proof reverse die. All 1999 proof cents should have a wide America reverse. Proof 1999 cent WAM is the norm -- a Close AM would be an error in this case.

 to the forum! I wouldn't break Proof sets apart without good reason. Mishandling of Proof coins will destroy their value to collectors and they can quickly become face value coins. Even something as small as a fingerprint can ruin a Proof coin.

I've seen coin tone in the cello wrap sets and the plastic proof set holders. On the first image it looks like scratches from on the holder rather than scratches on the cent.
