I'm just Wonderin if y'all could tell me what these marks are behind his head. It could be the heat and gas that makes bubbles that I've seen on a lot of coins but I'm not sure. I DO know that they're raised and not all that bubbly. Not scratches either. I'm open to y'alls expertise. Thanks

I believe they are called die scratches. It's a form of an error. Nice coin I don't typically run across those with the Roosevelt dimes

Yes, like John said Feeder finger scatches. First time I have seem them on the front of the dime. I have a few with them on the reverse. Here is an image of one for reference.
