Hard to tell for sure from the pics but there were compaies that were gold plating the State Quarters and selling them in year sets. They are basically worth face so many of them get spent and end up in circulation. Could be what you have.

Thank you everyone. I couldn't figure out why it was a different color tone than the other quarters.

I agree, third party plating sold at inflated premium, typically via TV or mail order magazine ads. When people realized they are not worth more than face value they just spend them.
