Typecoin pointed out the line coming out at 3:00. After having checked that this does not match any of the known VAMs, I now think it's damage. It was part of an ebay purchase and the following are the sellers' photos.

The line looks raised, but I will have to get it in hand to be sure.

It appears consistent with changes in toning/oxidation caused by having tape or paper over part of the coin for a period of time.

Agree with chute. You can see adhesive still in some of the recesses of the bust which confirms.
