I do believe you have PE 10-30
The ampersand is the cut knob,
the British Flag is straight,
it has a single H mint mark
and it appears the first S in Ships is double cut.
Perhaps the last E in commerce is but I can't see that.
The center stroke in that E is not cut from the stem.

Old info value I have of the 5 varieties of PE 10 makes this the most common of the 5 and it looks to be an XF with a few little issues. The book value is around $15-40.

This series has many many minor varieties and can be a challenge to collect them all.

Personally I would put this in the VF range, with the reverse having suffered a strong cleaning.

Realistic replacement value would be <$10. That being said, still have to give this a "nice token"!
