Sure doesn't look natural.
Just a guess on this but it looks like someone cleaned it, discovered it really messed it up, then tried to recover from how bad it might have been. I suggest this because I've done similar and tried to get out of what I did.

Major hairlines, weird color, unnatural shine with wear = cleaned.

Looking at the dark toning around the obverse lettering, and the black staining above and inside the 'O' of 'ONE', I wonder if it had a really black tone all over at one time (environmental damage) which someone tried to remove.
