Not sure if this is post mint damage of some sort or not, but it is strange for sure.....Any ideas?

It is possible that during emptying/hauling a jar or a bag full of coins it got hit by a reeded coin,the loops are of the same diameter consistent with a quarter's.That would me my guess!
