1909 Indian Cent Thin Planchet?

Any idea on this one? Weight is 2.8g, thickness is 1.0mm on the thinned side to 1.35mm on the thickest point. Diameter is 18.6 to 18.7mm

The area above the shield looks PMD but was just curious about the Weight Tolerance and whether or not this might have been struck on a thin or defective planchet.

Got excited when saw above shield, then closer look, took a hit. The other looks flattened...my best guess is by the iron rim of a wagon wheel on cobblestone(brick) streets. Looks like just run over. A train would be hard to do that, would have to been placed on outside edge of rail, vibration would most likely knocked it off before contact.

Weight is just a little low but pretty much everything you see on the coin is the result of damage.
