It is definitely not an S-44; it does have an S-43 obverse, but the reverse appears to be wrong for S-43: it should be rotated but that is not mentioned, the leaves and berries are off in places (notably the leaf under 2nd T in STATES), and the T in CENT does not appear to be noticeably lower than the adjacent N.
It is possible that the issues with OP's coin are attributable to corrosion and environmental damage. But my suspicion is still that this is a counterfeit. It may well be a damaged authentic coin. Of course, the best action would be to have it examined in-hand and authenticated by a
TPG.
