i have been studying and looking on 100 s of double die images ...i hope this time ,,,,this coin whick I think its a double die reverse ...the experts see the same ?

Sorry buddy, not a Doubled Die Reverse. It's MD as the letters are shelflike and reduced in size. Don't give up.

There does seem to be an error of an extra S in front of states I found this yesterday on one I have? Could that be with anything?

When you look at the devices the size is normal. The MD reduced it a bit and caught your eye. Be most of the DDR on EPU has been on the tops of the EPU.
