Those areas are showing heavy die flow. When the die ages it starts a flow line in the fields to the rims and from the devices towards the fields. I've seen this many times before. Not a premium for the coin:

Proof coins are only used about 6,000 strikes, but they also show break down on the dies.

Your coin as Coop already said it was struck in a VLDS. You can see all the Die Flow lines and Die Deterioration from the die being so worn. Typical and very common for the 1980's.
