The coin has PVC damage, a little acetone would have gone a long way for the seller.

PVC plasticiser residue is colorless. The colored areas are verdigris. They are spots where the PVC hydrochloric acid has reacted with the copper in the coin to form copper chloride. Based on the extent of the PVC damage, this coin should be sent to NCS for conservation. Acetone will only do so much, it's also likely going to require a thiourea-acid dip. Seeing as it's a key coin, that should be left to professionals or experts.

Spruett001- Did you see the coin? What did you think of it?

I did take a look at it, but I couldn't really come up with a solid explanation as my experience doesn't cover silver coins much.

I do think it is damaged and may require the methods BadThad mentioned to restore it to respectability. If I had the money and wanted one, I'm pretty sure I wouldn't have bid on that one.

Smart!

This is nothing more the rolling the dice. More often than not with corroded coins, the buyer is going to roll snake eyes. I've seen it many, many times before. Every once in a while someone gets lucky but they are exception and not the norm.

Agreed. I've been duped a couple times when I took too much of a risk and ended up with coins I was not satisfied with. I pay much more attention now and spend more time comparing my options. Many times there are no current options worth buying, so I wait for something better to pop up.

I'm learning to be more patient. That is partly due to buying more expensive coins than before.

BadThad, spruett001, Yes, for raw coins absolutely. For graded coins, I would think/hope much less of a risk. I'm looking for this coin slabbed AU/MS61 range. At these price ranges (for me) I wouldn't touch or take a chance on that raw coin on ebay either.
Rest in Peace

Nice coin but it's not verdigris , more like milk spots or a form of toning .
