Is this an RPM or MD, There is no doubling on the date or any were else on the Obv.

MD "flat shelf-like" is what i'am seeing.

Looks like a combination of die-deterioration and machine / Strike Doubling. As stated the doubling is pretty flat and the inside doubling angle doesn't correspond to the outside doubling angle.
