Would this be considered as an In-Collar Strike Error near the Date on the Obverse or could it be listed as another Error Category? Any thoughts? Thanks.

My first thought is a minor MAD and a damaged die. Maybe a die dent?

Damaged die is correct. Specifically, it's a die attrition error. The edge of the field portion of the die was worn away by repeated collisions with the beveled entrance of the collar. 1983 is a peak year for die attrition errors among cents.
